It's been a while but when I had access to the powers that be I suggested that they could use Robert Osborne's Intro (and there's been a lot more since he's passed) to introduce movies during the day and early morning hours.
I suspect it would be too time consuming cataloguing all those intros and tying them to a movie. As we all know they are trying very hard to cut corners over there so I doubt we'll ever see that happen.
Note that was you are suggesting is one of the core issues in the writer's and actor's strike: re-use of material that was pre-recorded. Clearly such uses reduce employment opportunities of living union members. Also, in many cases, the writers (living or dead) of such pre-recorded material are not paid royalties. Host\actors (living or dead) are often not paid royalties. You raise a couple of interesting points.
1) Does the TCM hosting gig contract include doing the writing of the wrap-arounds as well as the actual hosting duties? 2) Does the TCM host contract allow for residuals or is it a buyout and thus no residuals? 3) Since the hosts write their material or, at the very least, have a hand in it are they required to join the WGA? I assume they're in SAG.
All of these things could have a bearing on whether or not TCM can repeat the wrap-arounds.

I don't think the hosts are members of either union or else they would be on strike right now!
(Given Ben's comments about resuming the outros this month, we know his latest introductions were recorded after the strike began.)
My guess is that the TCM hosts and writers are in a category similar to news and sports hosts, something like 'reality' programming, which has not been impacted by the strike.
(Maybe I am contradicting myself if the unions are permitting their members to do reality programming.)
I agree it would be up to the contracts to determine if the hosts have waived their rights for repeats and if they get residuals or not.
The only other factor I can think to consider for repeating current and previous introductions is the use of film clips - short clips are probably OK but longer clips might require the film rights holder to give permission.
I think the use of clips might be blocking TCM from showing some of the Private Screenings episodes. They may have only received permission to show them for a limited amount of time.

That is very likely. I bemoan the fact that I have great recordings of all the Private Screenings with the exception of the one Rod Steiger did. According to IMDB that episode originally aired Sep 6, 2000. It seems to me that one has never been repeated since at least 2003 or 2004 when I began digitally recording TCM material. (If at all.) I have all the others. Jane Powell was the first one and that goes back to 1995.

BTW - The Rod Steiger PS used to be on YouTube. Not perfect but perfectly acceptable. I just did a quick search and couldn't find it.
