It could be that the film has copyright issues in other countries or territories even though it's public domain here in the US.
I make an effort to only post things that are in the public domain to avoid any trouble. If I know for sure I'm in the right I'll dispute it. Generally speaking if it's a copyright strike they'll say I can't monetize the video but the owner allows it to be used on YouTube. Well, I don't make a penny off the channel so that's OK with me!
I wouldn't even begin to try and understand copyright laws. It's just too damn confusing!

They came back and said since the material was not altered beyond its original content I could not seek monetization. Now, I guess, if I were to comment on the intros before showing them or my doing intros for the movies themselves perhaps then YT would pay me depending on what kind of traffic I instigate by doing so.

There's a guy in London who uploads rare British films from the 1930s-1970s. I have been subscribing to his channel for a few years. Under the upload, where he posts the description for the film, he also provides a link if anyone wants to donate via PayPal. I had never seen anyone do that before, and I have no idea if people actually donate. When he gets a copyright strike, since it happens from time to time, he will post a short video he's made on his phone explaining why he had to take a film down.

Would be interesting to investigate. I certainly don't want to ruffle any feathers. I have all this material and it'll wind up just sitting on my shelf if I can't do anything with it.

In this case it's specifically Mickey Mouse from Steamboat Willie. Later incarnations of Mickey are still under copyright but will eventually fall into public domain status. Much to the consternation of Disney.
