I bet I've seen this movie a dozen times, and just today something new struck me.
The night of the botched murder attempt a motorcycle cop witnesses a cat outside the diner. The next day the DA visits the scene of the "accident" along with the motorcycle cop, and the cop notices the electrocuted cat.
He seems affected by the death of the cat. "Never seen a prettier cat", he says. Then three times he repeats "Killed her deader than a doornail", as if he's a little stunned. He is grieving the loss of the cat.
And Frank is looking at him like he's from Mars. The idea that a human could possibly care about the life of a cat was incomprehensible to Frank. Frank, who was willing to take a good man's life for nothing more than lust, was utterly confused by compassion.

Just goes to show that in a good film with a good script, rarely a line is wasted.

Good point of view too. I've always figured Frank's reaction as one who couldn't believe his luck. Both of the cat being the reason for the power outage, and the cop also not tying Frank to the "accident".

Frank was definitely relieved that the cop was inadvertently giving credence to his story.
