Just saw this the other day and I've gotta say . . . what a weird movie! Starts out as a jewel heist "caper" and de-evolves into WW II propaganda film, complete with Gable (formerly a jewel thief, now a war hero) commanding troops and winning the Victoria Cross. Poor Rosalind Russell has pretty much nothing to do in the 2nd half of the movie. (I think she was as confused as I was.)
I've got to think this film was in production and suddenly the powers that be decided to "shift gears" and add an unanticipated (and really inappropriate) "twist" to turn this charming caper into a dull propaganda movie.

Lydecker I agree, it's like they decided to make a different movie in the second half.

Lydecker I also find the first half of the film charming since Gable and Russell do have good chemistry, and there is also Peter Lorre. But as you note that second half is a fairly dull war propaganda movie. I Google about the accuracy of any British vs Japanese armed battles that took place before the British declared war on Japan on December 8th, 1941 (9 hours before USA did), due to Japanese attacks on British colonies in the far east. I couldn't find anything. The Japanese were indeed attacking and killing Chinese, but I'm not sure if they were doing the same to any British living in those British colonies prior to December of 41. The film was released in June 1941: I assume that is the primary reason for the second half and since the British and Japanese were not actually at war, the film had to be dull not-at-war-yet propaganda (verses the films Hollywood made after 1941).
